The Transportation/Contract Administrator Director shall from time to time, as it may see fit, necessary or convenient, cause to be made an inspection of all licensed taxicabs. If any taxicab shall be found unsafe or unfit for the transportation of public passengers, or in an unclean or unsanitary condition, notice shall be given to the holder, of the license therefor, and no person shall operate such taxicab service until the same has been put in safe and fit condition, re-inspected and approved for use in such service.
