729.13   DRIVER'S LICENSE SUSPENSION AND REVOCATION.
   The City Manager may, on recommendation of the Police Department, suspend for thirty days the driver's license of any taxicab driver who has been convicted by a court of competent jurisdiction of any offense under State or Federal law, whether charged under such statutes or local ordinance. He shall suspend the driver's license for such period of thirty days in the case of convictions of any of the following offenses:
   (a)   Any illegal trafficking in intoxicating liquor.
   (b)   Any dealing with gambling or an immoral enterprise.
   (c)   The unlawful possession of and any trafficking in narcotics.
   (d)   The violation of any ordinance of the City relating to the operation of motor vehicles, excepting nonmoving violations.
   The City Manager shall likewise suspend, upon such recommendation, such license for a period of thirty days for the transportation by any driver of any person who, with the knowledge of such driver, was then and there engaged in any illegal or immoral enterprise.
   In the event of a subsequent conviction of the same taxicab driver of any of the offenses set forth in this section, excepting offenses embraced within subsection (d) above, his driver's license shall be permanently revoked, and no license shall thereafter be issued to him. The City Manager shall immediately notify the Police Department of such cancellation. In cases of a subsequent conviction of traffic offenses covered by subsection (d) above, the City Manager may revoke such license upon recommendation from the Police Department first had.
   The City Manager may revoke and cause to be cancelled the driver's license of any applicant who has made false answer to any material question in the application for such license.
