729.11   DRIVER'S LICENSE ISSUANCE.
   Upon the filing with the City Manager of the certificate of the Chief of Police as the qualifications of the applicant, the procuring of the duplicate pictures of the applicant as above provided, and the payment of the license fee, the City Manager shall issue a driver's license to the applicant for employment by the company named in the application. In the event the licensee transfers his employment to a different company than that named in his application, it shall be his responsibility to notify the Police Department of such transfer
