Each taxi driver shall pay an annual license fee to the City Manager of ten dollars ($10.00). In addition, applicant shall provide duplicate photographs not more than three years old, and not less than three inches by two inches in size, of the applicant. One of such photographs shall be filed with the Chief of Police and a duplicate thereof retained by the applicant. Each licensed driver shall display on the dashboard of the vehicle in plain view and with proper lighting effects, his duplicate of the photograph, together with a card not less than three inches by five inches in size, showing his name and driver's license number, so that any passenger occupying the vehicle may have a clear view of the photograph and number.
