The City Manager shall cause to be provided blank applications for such license wherein the applicant therefor shall give the name in which such business is to be conducted, the place where the same is to be conducted, the name of the manager or other person who shall have charge of conducting the business and the further express stipulation that the persons to whom such license is to be issued will strictly comply with all the provisions of this chapter and the laws of this State.
