Each person engaged in or about to engage in the business of conducting a junk shop, junk yard or other place for the buying and selling of junk shall, upon application to the City Manager and upon paying to him the fee herein provided for, be entitled, subject to the conditions of this chapter, to obtain and receive a license permitting such person to engage in the business for the calendar year or the portion thereof remaining.
