No person on the public portion of a parking lot shall race the motor of any motor vehicle, needlessly bring to a sudden start or stop any motor vehicle, blow any horn of any motor vehicle needlessly, engage in any race with another vehicle so as to create a nuisance or a disturbance or so as to annoy or endanger any person or other vehicle lawfully on the public portion of the parking lot.
