The provisions of this chapter shall not apply to the following:
(a) The emission of sound for the purpose of alerting persons to the existence of an emergency, or for the performance of emergency work.
(b) Organized school-related programs, activities or events, or parades or other public programs, activities or events authorized by the City Manager or his or her designated representative.
(c) Railroad cars and refuse collection operations.
