529.09   BEER OR LIQUOR PROHIBITED ON PUBLIC PROPERTY; FAIRGROUND EXCEPTION.
   (a)   No person shall consume or have in his possession any beer or liquor at any time in a City park. No person shall consume any beer or liquor at any time in or upon the public streets or alleys of the City or in or upon any publicly-owned premises within the City, except at the Shelby County Fairgrounds or as permitted by City Council following a duly enacted Resolution of Council.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
