(a) No owner, occupant or person in charge of any lot or parcel or ground shall cause or permit or allow to exist, the deposit or accumulation on the exterior of the premises or upon any public area or private property; of junk, rubbish, garbage, or anything of an unsanitary or unsightly nature, or which creates a public nuisance.
(b) This section shall not apply to the lawful disposal of such items pursuant to Chapter 917.
