521.07   DUTY TO KEEP SIDEWALKS, CURBS AND GUTTERS CLEAN.
   (a)   No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs or gutters free from any nuisance.
      (1)   This section shall not apply to owners or occupants of abutting residential property who place leaves in the gutters from October 1 to November 30 of each year.
