521.01   DEFINITIONS.
   (a)   “Deposit.” To bring onto, leave behind, throw, drop, discard, or place.
   (b)   “Garbage.” Animal or vegetable waste resulting from the handling, preparation, cooking, or consumption of food.
   (c)   “Junk.” Scrap metal, vehicular parts, or any dismantled, partially dismantled, non-operative, or discarded machinery, appliance, equipment, or boat, or part thereof, stored on exterior property areas outside of a completely enclosed structure. Any item of tangible personal property designed to be used in an environment protected from the elements, such as inside a building, shall be presumed to be junk if the item is stored outside.
   (d)   “Public areas.” Any public street, sidewalk, boulevard, alley, or other public right-of-way, lake, river, watercourse or fountain, and any public park, square, space, ground or building.
   (e)   “Public nuisance.” An act or omission that obstructs, damages, or inconveniences the rights of the community, threatens the health, morals, safety, comfort, convenience or welfare of a community, including any premise that is unsanitary, littered with junk, rubbish or garbage.
   (f)   “Rubbish.” Combustible and non-combustible waste materials. The term shall include residue from the burning of wood, coal, coke, and other combustible materials, as well as paper, rags, cartons, boxes, wood, excelsior, rubber, leather, tree branches, yard trimmings, tin cans, metals, mineral matter, glass, crockery, dust and other similar materials, and anything else of an unsightly or unsanitary nature.
