No person shall operate any low-speed vehicle, mini-truck, under-speed vehicle or utility vehicle within the City of Sidney unless all of the following conditions apply and are observed:
(a) The operator has a valid driver's license as required under R.C. § 4519.44.
(b) The vehicle's devices described herein are in compliance with rules governing safety equipment adopted under R.C. § 4519.20 or any other applicable Ohio law.
(c) The owner of the subject vehicle or device maintains and has on his/her possession proof of financial responsibility for the vehicle.
(d) The operator of the device obeys all traffic rules and regulations.
(e) The operator shall not transport any child who is less than eight years of age and less than four feet nine inches in height in any low-speed vehicle, mini-truck, under-speed vehicle or utility vehicle.
