(a) In addition to any rules or regulations promulgated by the Ohio Director of Public Safety pursuant to R.C. § 4519.20 and R.C. Chapter 119, equipment of low-speed vehicles, mini-trucks, under-speed vehicles and utility vehicles shall include, but not necessarily be limited to, requirements for the following items of equipment:
(1) At least two headlights having a minimum candlepower of sufficient intensity to reveal persons and objects at a distance of at least 100 feet ahead under normal atmospheric conditions during hours of darkness;
(2) At least two rear red tail lights having a minimum candlepower of sufficient intensity to be plainly visible from a distance of 500 feet to the rear under normal atmospheric conditions during hours of darkness;
(3) Adequate brakes sufficient to cause the vehicle to stop within 40 feet;
(4) A muffler system capable of precluding the emission of excessive smoke or exhaust fumes, and of limiting the engine noise of vehicles;
(5) A license plate issued by the State of Ohio, displayed in accordance with applicable Ohio law;
(6) A light to illuminate the rear license plate and make the plate legible from a distance of not less than 50 feet;
(7) At least one working brake light;
(8) A working horn;
(9) A rear view mirror;
(10) A windshield;
(11) Working turn signals;
(12) An emergency brake sufficient to hold the vehicle on any grade; or
(13) One seat belt for each occupant of the vehicle.
(b) No person shall operate any low-speed vehicle, mini-truck, under-speed vehicle or utility vehicle in violation of this section.
