375.01   DEFINITIONS.
   As used in this chapter:
   (a)   “Dealer.” Any person or firm engaged in the business of manufacturing or selling low-speed vehicles, mini-trucks, under-speed vehicles or utility vehicles at wholesale or retail, or who rents, leases or otherwise furnishes such vehicles for hire.
   (b)   “Electronic” and “electronic record.” Have the same meanings as in Ohio R.C. 4501.01.
   (c)   “Electronic dealer.” A dealer whom the Registrar of Motor Vehicles designates under Ohio R.C. 4519.511.
   (d)   “Interstate highway.” Any part of the interstate system of highways as defined in subsection (e), 90 Stat. 431 (1976), 23 U.S.C. 103, as amended.
   (e)   “Limited access highway” or “freeway.” Have the same meanings as in Ohio R.C. 5511.02.
   (f)   “Low-speed vehicle.” Has the same meaning as in R.C. § 4501.01(WW), as the same may be amended, and which currently is defined as a three -or four-wheeled motor vehicle with an attainable speed in one mile on a paved level surface of more than 20 miles per hour but not more than 25 miles per hour and with a gross vehicle weight rating less than 3,000 pounds.
   (g)   “Mini-truck.” A vehicle that has four wheels, is propelled by an electric motor with a rated power of 7,500 watts or less or an internal combustion engine with a piston displacement capacity of 660 cubic centimeters or less, has a total dry weight of 900 to 2,200 pounds, contains an enclosed cabin and a seat for the vehicle operator, resembles a pickup truck or van with a cargo area or bed located at the rear of the vehicle, and was not originally manufactured to meet federal motor vehicle safety standards. Have the same meanings as in R.C. § 4501.01(BBB).
   (h)   “Operator.” Any person who operates or is in actual physical control of a low-speed vehicle, mini-trucks, under-speed vehicles or utility vehicles.
   (i)   “Owner.” Any person or firm, other than a lienholder or dealer, having title to a low-speed vehicle, mini-trucks, under-speed vehicles or utility vehicles or other right to the possession thereof.
   (j)   “Proof of financial responsibility.” Has the same meaning as in R.C. § 4509.01.
   (k)   “State highway” and “state route.” Have the same meanings as in R.C. § 4511.01.
   (l)   “Street” or “highway.” Have the same meaning as in Ohio R.C. 4511.01.
   (m)   “Under-speed vehicle.” Has the same meaning as in R.C. § 4501.01(XX), as the same may be amended, and which currently is defined as a three- or four-wheeled vehicle, including a vehicle commonly known as a golf cart, with an attainable speed on a paved level surface of not more than 20 miles per hour and with a gross vehicle weight rating less than 3,000 pounds.
   (n)   “Utility vehicle.” Has the same meaning as in R.C. § 4501.01(VV), as the same may be amended, and which currently is defined as a self-propelled vehicle designed with a bed, principally for the purpose of transporting material or cargo in connection with construction, agricultural, forestry, grounds maintenance, lawn and garden, materials handling, or similar activities.
