373.13   SKATEBOARDS.
   (a)   Definition. As used in this section, "skateboard" means, without limitation, any instrument or device consisting basically of a board or platform mounted on wheels or rollers, whether powered by gravity, muscle power or mechanical or motorized means, and which is not equipped with a positive, mechanical means of steering such instrument or device.
   (b)   Riding in Streets. No person shall operate or use a skateboard on any street or highway in the City, except while crossing a street or highway on a crosswalk.
   (c)   Use on Sidewalks. No person shall ride or operate a skateboard upon a sidewalk within a business district or upon a sidewalk within a shopping center or upon a sidewalk where signs are erected prohibiting such operation.
   (d)   Reckless Operation. No person shall ride or operate a skateboard in a reckless manner on any public sidewalk where permitted in the City or without exercising due care for the safety of other persons using the sidewalk.
