(a) The parking of motor vehicles on streets within the nine blocks bounded as follows: North Street, South Street, Miami Avenue and West Avenue and being referred to hereinafter as the "9-Block Area" is prohibited between the hours of 10:00 p.m. and 7:00 a.m. during and after times of heavy snowfall when it becomes necessary for the City to use snow removal equipment in clearing City streets.
(b) For the purpose of plowing or removing snow from the 9-Block Area and the streets and highways set forth in division (a), above, the City may remove or cause to be removed to some convenient place any vehicle parked in such 9-Block Area or on or along the streets and highways set forth in division (a), above, during the above hours, which interferes with the plowing or removal of snow herein.
(c) At the time of such removal, there shall be made a record in duplicate of the license number of the vehicle so removed, the date and time of removal, and the place to which the vehicle is removed. A copy of such record shall be filed with the Police Department.
(d) The owner of any vehicle so removed under this section shall be responsible for the payment of the fees generated as the result of such removal as well as any storage fees associated therewith.
