351.02   POLICE MAY REMOVE ILLEGALLY PARKED VEHICLE.
   (a)   Whenever any police officer finds a vehicle standing upon a street or highway in violation of Section 351.01, he or she may move such vehicle or require the driver or other person in charge of the vehicle to move the same, to a position off the paved or improved or main traveled part of such street or highway.
   (b)   Whenever any police officer finds a vehicle unattended upon any street, bridge or causeway, or in any tunnel, where such vehicle constitutes an obstruction to traffic, such officer may provide for the removal of such vehicle.
   (c)   Whenever any police officer or the Parking Enforcement Officer finds an unattended vehicle illegally occupying a parking space in a City-owned or managed parking lot for which a permit to occupy is required by the City, such police officer or the Parking Enforcement Officer may provide for the removal of such vehicle from the parking space to a tow yard or other place of safety. The owner of the vehicle shall be responsible for paying all costs associated with the towing and storage of the illegally parked vehicle.
