(a) The Traffic Control Map, existing as of the date of passage of this Traffic Code, is incorporated as a part of this Traffic Code. The Map shall be prepared and maintained to date by the Engineering Department.
(b) Council may amend the Traffic Control Map by ordinance, but no such ordinance shall be enforceable until after the effective date of the ordinance and until the official signs, signals, markings or parking meters are erected or placed in proper position. The Engineering Department, upon receipt of a copy of the amending ordinance, shall amend the Map to conform with the ordinance provisions.
(c) No ordinance amending the Traffic Control Map shall be adopted unless such ordinance complies with the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways, as provided in Ohio R.C. 4511.09, so that there shall be a standard policy for the installation and modification of traffic control devices in the City.
