(a) A Board of Review, consisting of the Law Director, Finance Officer and City Manager or designee, is created.
(b) A majority of the members of the Board shall constitute a quorum.
(c) The Board shall adopt its own procedural rules and keep a record of its proceedings. All meetings of the Board may be conducted privately and under the provisions of this section with reference to the confidential character of information required to be disclosed shall apply to such matters as may be before the Board.
(d) The Board shall have those powers conferred upon it by this chapter.
