It shall be the declared policy of the City to appoint all employees, either classified or unclassified, without regard to political considerations. In accordance with this policy, City employees shall not engage in the following improper political activities:
(a) Employees shall not be candidates for any public office, except boards of education other than the Sidney Board of Education.
(b) Employees shall not use their influence publicly in any way for or against any candidates for elective office in the Municipal government.
(c) Employees shall not circulate petitions or publicly campaign on behalf of any candidates or issue while on the job for the City, nor shall they work at the polls in any Municipal, primary or general election.
