131.22   APPOINTMENTS.
   (a)   Original Appointments. Original appointments to vacancies will be at the discretion of the City Manager, except vacancies to those positions provided for in Articles IV, V and Article VI, Section 6-4 of the City Charter.
   (b)   Probationary Period. All employees appointed to a regular position shall serve a probationary period of twelve months.
   (c)   Temporary Appointments. A temporary appointment is made for a fixed or limited period of time. The appointment of temporary employees is of two types:
      (1)   Temporary appointment (regular position pending examination). A temporary appointment to a regular position in the classified service may be made pending an examination and establishment of an eligible list. Such appointee must possess minimum qualifications, and the appointment shall be terminated upon regular appointment from the eligible list.
      (2)   Temporary appointment (temporary). A temporary appointment for a period not in excess of six (6) months may be made when a temporary, short range need exists for the creation of a position which is not regular.
   (d)   Appointment Classification. An employee’s appointment may be classified as:
      (1)   Regular full-time. An employee who has passed their probationary period and is regularly scheduled to work at least forty (40) hours in a seven (7)-day work week or other standard accepted as full-time for any City position.
      (2)   Probationary full-time. An employee who is regularly scheduled to work at least forty (40) hours in a seven (7)-day work week or other standard accepted as full-time for a City position, but who is on probation.
      (3)   Probationary part-time. An employee who is regularly scheduled to work less than forty (40) hours in a seven (7)-day work week, but who is on probation.
      (4)   Regular part-time. An employee who is regularly scheduled to work less than forty (40) hours in a seven (7)-day work week.
      (5)   Substitute part-time. An employee whose services are used on an irregular basis for work assignments or less than forty (40) hours in a seven (7)-day work week.
      (6)   Seasonal employee. An employee who is hired to work during a limited time period. The work schedule for seasonal employees may be part-time or full-time.
