131.19   LEAVE OF ABSENCE WITHOUT PAY.
   A regular employee holding a position in the classified service who is temporarily, either mentally or physically, incapacitated to perform their duties, or who desires to engage in a course of study such as will increase their usefulness on their return to the service, or who for any reason considered good by the department head and the City Manager desires to secure leave from the employee’s regular duties may, with the approval of the department head and the City Manager, be granted special leave of absence without pay for a period not exceeding one (1) year. The City Manager may grant leave for a period not exceeding six (6) months and extend this leave for another six (6) months if, in the Manager’s opinion, such leave is justified. Any employee asking for a special leave without pay shall submit their request in writing stating the reasons why, in the employee’s opinion, the request should be granted, the date when they desire the leave to begin and the probable date of return to duty. The employee shall not accrue vacation or sick leave during a leave of absence without pay.
