131.171   CONVERSION OF SICK LEAVE TO VACATION.
   (a)   All regular employees covered by Pay Table I who have accumulated the amount of sick leave set forth below, may be granted additional vacation. Up to fifty-four (54) hours additional vacation for fire personnel assigned to a fifty-four (54)-hour work week and up to forty (40) hours additional vacation for all other personnel can be converted annually from sick leave at a rate of one sick leave hour for one vacation hour.

   (b)   Once an employee covered by Pay Table I begins their twentieth (20th) year of service and provided the employee has the minimum number of hours (1,680 - fire/54-hour work week, 1,440 - others), the employee may annually convert sick leave to additional vacation up to one week (54 hours - fire/54-hour work week, 40 hours - others). This conversion will be at the rate of one (1) sick leave hour for one (1) vacation hour. For the purposes of this section, “service” shall mean service as a full-time employee with the City or prior full-time service with any other political subdivision of the State.
   (c)   At no time shall an employee be allowed to convert sick leave to vacation if such conversion would place the employee over the maximum annual vacation allowance.
