131.06   PAY PLAN AND ADMINISTRATION.
   (a)   The official pay plan for the City service consists of schedules showing established annual pay ranges and the classes which are to be compensated within each pay range. Council may amend these schedules as necessary. The ordinary procedure for securing needed amendments to the official pay plan involved a survey by the City Manager and a subsequent recommendation and report to Council.
   (b)   After each classification has been assigned to a pay range and the pay plan and rules for its administration have been adopted by Council, each employee shall be advised of their rate of pay and the salary range to which their position title has been assigned. No person occupying a position covered by and defined in the classification plan shall be paid at a rate lower than the minimum or higher than the maximum of the pay range established for the class to which their position is allocated. When an employee attains the maximum rate of the pay range for this position, the employee should not expect further salary increases unless:
      (1)   The position is reclassified;
      (2)   The employee is promoted to another position having a higher pay range; or
      (3)   A general salary increase is granted to all employees.
   The classification and pay plans for municipal employees, both in classified and unclassified services, shall be in accordance with schedules established from time to time by Council. (Ord. A-671. Passed 5-16-66.)
   (c)   The process for position classification for new positions shall be as follows:
      (1)   The request for evaluation of a new position shall originate with the department head.
      (2)   The department head will be provided a questionnaire for completion and submittal for evaluation.
      (3)   The department head shall provide the completed questionnaire along with a job description for the new position to the Human Resources Manager, who shall determine the completeness of the document. If more information is required, the questionnaire will be returned to the department head.
      (4)   The Human Resources Manager shall review the questionnaire and will confer with the department head and personnel as appropriate. Field visits may be necessary, as well.
      (5)   The recommendation of the Human Resources Manager will be presented to the department head. Comments from the department head will be forwarded to the Human Resources Manager for consideration. Once the Human Resources Manager is satisfied with the findings, the recommendation will be forwarded to the City Manager.
      (6)   The City Manager shall review the questionnaire and job description and make a decision on the establishment of a new position.
      (7)   The City Manager may make a recommendation to Council, if applicable. The decision of Council shall be final.
