131.05   CLASSIFICATION PLAN.
   (a)   Contents of Plan. The classification plan consists of a list of titles, descriptions of the nature and requirements of work in each class and the official allocations of positions to appropriate classes. The titles in the classification plan are to be used as the exclusive means of reference for all official records and transactions, except that in correspondence and other dealings with the public, working titles acceptable to the department head may be used.
   (b)   Maintenance of Plan. The City Manager shall be responsible for maintaining the classification plan in such a manner that all positions are classified properly. The City Manager may reclassify positions from one classification to another when the duties and responsibilities of the positions justify the change, and when the proposed classification titles have been approved by Council. A reclassification must receive Council approval when a new classification title is recommended.
   (c)   Change in Plan. The classification plan may be amended from time to time. Such changes may result from the need for creating new positions, changes in organization or in assigned duties and responsibilities.
      (1)   The City Manager shall review all requests for the creation of new positions, the abolition or consolidation of present positions, the reclassification of positions to different job classes, and the re-allocation of classifications to new salary ranges. In the accomplishment of these things, the City Manager shall study the current duties and responsibilities of positions and take the appropriate action or make the necessary recommendation to Council in order to insure the correct classification and allocation of the position.
      (2)   Each department head shall report to the City Manager any change in the organization or in the assignment of duties and responsibilities of a position which will appreciably affect the scope of the position with respect to the relative status in the classification plan. In instances when the scope of the position is greatly altered, a reclassification shall be recommended.

   (d)   Abolition of a Position. A position may be abolished upon recommendation of the City Manager and action by Council for reasons of economy or for reasons of a re-organization within a department. In such an event, every effort shall be made by the City Manager to re-assign any affected regular employee to another position in the City service for which the employee may be qualified. No alternate position is guaranteed.
