Purchases or contracts involving an expenditure at or exceeding one thousand dollars ($1,000) to less than five thousand dollars ($5,000) shall only be made after obtaining informal quotations, and the purchase shall be made from the vendor submitting the lowest and best quotation from at least two qualified vendors.
