Any person who refuses or neglects to pay the fine imposed upon conviction of any Municipal ordinance shall be imprisoned until such fine is paid or secured to be paid, or he is otherwise legally discharged. Such person shall receive credit upon such fine at the rate of thirty dollars ($30.00) per day for each day's imprisonment.
