103.04   OFFICIAL FLAG.
   (a)   There is hereby adopted an official City flag for the City of Sidney, Ohio.
   (b)   The City flag shall be of the shape and design as shown on Appendix 1, which is attached and made a part of Resolution 49-67.
   The background of the flag shall be blue; the outer ring, containing seventeen stars, shall be white; the stars shall be blue; the inner circle shall be red; the words “Sidney” and “Ohio” shall be in white, outlined in black.
   (c)   The symbols on the flag shall have the following meanings:
      (1)   The ring containing the seventeen stars symbolizes the fact that Ohio, of which Sidney is a vital part, was the 17th state admitted to the Union.
      (2)   The inner circle is divided into three parts and symbolizes the City itself. With any one of these sections missing, a community cannot exist successfully.
         A.   The first section, showing clasped hands, symbolizes brotherly love, peace, and harmony among all who live in a community regardless of race, creed, or religion.
         B.   The second section, showing smoke stacks, symbolizes the industry, business, and other occupations needed for a city to thrive financially.
         C.   The third section, showing a quill, scroll, and lamp, symbolizes the knowledge and education a community must furnish its younger residents.
