10-2-3: TRAFFIC ADMINISTRATION:
   A.   Emergency And Experimental Regulations: The chief of police is hereby empowered to make regulations necessary to make effective the provisions of the traffic laws of this city and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulations shall remain in effect for more than ninety (90) days.
   B.   Traffic Commission, Power And Duties: There is hereby established a traffic commission to serve without compensation; the chief of police, the chairman of the city council traffic committee, and one representative each from the city engineer's office and the city attorney's office, and such number of other city officers and representatives of unofficial bodies as may be determined and appointed by the mayor. The chairman of the commission shall be appointed by the mayor and may be removed by him.
It shall be the duty of the traffic commission, and to this end it shall have the authority within the limits of the funds at its disposal, to coordinate traffic activities, to carry on educational activities in traffic matters, to supervise the preparation and publication of traffic reports, to receive complaints having to do with traffic matters, and to recommend to the legislative body of this city and other city officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations.
