Notwithstanding the provisions of this subchapter, it shall be lawful, and not in violation of this subchapter, for a person or persons to deposit rinds or other vegetation or table scraps in the ground for purposes of preparing a compost bed, so long as such materials are worked into the ground, decomposed and are for the purposes of a compost bed. It shall, however, be unlawful for a person or persons or the owner of any premises to allow noxious odors to emanate from any such compost bed and the owners and occupants of real estate within the town shall not allow noxious odors to emanate from any compost bed.
