Garbage cans or receptacles shall be metal or plastic, or of such other material to be non-leakable and with a cover thereon sufficient to prevent the contents of such garbage can or receptacle from being spilled or otherwise removed in any manner other than intentional removal of the contents at the direction of human hands, and the same shall be kept covered at all times except when the contents therein are being deposited or removed therefrom for the purposes of depositing in a garbage truck or other proper and appropriate refuse site.
