No person, firm, partnership, or corporation shall, within the city, erect or construct, or commence the erection or construction of, or alter or commence the alteration, which alteration will affect the dimensions of the existing building, of any type of building without first obtaining a building permit in accordance with the provisions and procedures set forth in this chapter.
