A turnoff fee in the amount of ten dollars ($10.00) shall be charged to the customer whose water service is disconnected for violation of rules or nonpayment of bills; and further service shall not be rendered to the customer until ten dollar ($10.00) turnon fee and all delinquent bills and other charges are paid in full and new and further deposits are placed with the city as a guarantee of prompt payment of future bills.
