The property owner is held responsible for the payment of all water rentals and for all bills, except for business, and in the event that any water bills or statements are not paid within the required time as set out in section 13.04.150 of this chapter, then the water shall be cut off and a charge of one dollar ($1.00) added to the delinquent charge before the water is turned on again.
