Water will be furnished by the city to single private dwellings at the rate of three dollars seventy five cents ($3.75) per month and for each additional family using water from a private dwelling, three dollars seventy five cents ($3.75) per month. All flat rate water charges are payable in advance; provided, further, that when the water charge is due for private dwellings and additional families using water from private dwellings and not paid before five o'clock (5:00) P.M. on the tenth day of the month in advance, the city clerk shall assess a ten percent (10%) penalty on each private dwelling and/or additional family using water from a private dwelling.
