All meters shall be furnished by the city and shall not exceed three-fourths inch (3/4") connections. When larger meters are demanded, the owner of the property shall pay to the city forty dollars ($40.00) plus all the cost of materials and labor over forty dollars ($40.00), but the ownership of the meters always remains with the city along with their right of control.
