It is provided that in all instances where the city is selling water outside its corporate limits or where waters sold by the city are being applied outside of the corporate limits of the city, then such water shall be sold only by and through the use of a water meter as specified and designated in this chapter. The rates for furnishing water by the city to water users outside the corporate limits of the city shall be an amount fixed by the city council at any regular meeting as may be determined from time to time but in no event shall such water charges to users outside the corporate limits of the city be lower than the minimum schedule for water users within the city as specified in this chapter.
