Every building and its necessary outbuildings supplied with water shall have a separate tap and service pipe connected with the main and the owner thereof is liable for the tapping fees and other charges to become due or due thereon; provided, that if the applicant for the water tap and service is not the owner of the premises, the owner shall agree in writing to abide by the provisions of this chapter.
