The rate to be charged for water furnished through a meter to buildings occupied and used for both residence and business purposes shall be determined by the city council upon proper investigation and classification under one or the other of the meter rates specified in this chapter; provided, that all rates shall be uniform and that the council shall ascertain whether water is used chiefly for domestic or business purposes on the premises and shall be governed accordingly.
