Any person in the park between the hours of eleven o'clock (11:00) P.M. and seven o'clock (7:00) A.M. without a written permit from the city clerk or any person bringing into or having an animal or vehicle in the park without permission of the city council is guilty of a misdemeanor and upon conviction shall be punished by a fine of not less than twenty five dollars ($25.00) or more than three hundred dollars ($300.00).
