The Mary L. Gooding park in the city is open to the lawful and orderly use and enjoyment of the public between the hours of seven o'clock (7:00) A.M. and eleven o'clock (11:00) P.M. each day of the year and it is closed to use or occupancy by any person or persons between the hours of eleven o'clock (11:00) P.M. and seven o'clock (7:00) A.M. unless the person or persons have prior thereto secured from the city clerk a permit in writing for occupying the park during other hours.
