From and after the date of passage hereof, no building permit shall be issued for the construction of any new building or new structure designed for human habitation, or the addition of bedrooms to existing habitable structures in the county unless a septic permit or septic approval has first been issued by the regional health district official, and a copy of such permit is recorded with the building permit application.
