The board of commissioners shall have authority to adopt and implement rules necessary for operation of the Shoshone County solid waste system. Said rules may be adopted by resolution by the board of commissioners and may be enforced by imposition of additional fees and charges to cover costs incurred through noncompliance and/or by such other administrative remedies as the board of commissioners deems appropriate in the circumstances.
