3-2-6: FAILURE TO COMPLY:

Noncompliance with the minimum health, sanitation and safety provisions required herein, or failure to comply with the terms and conditions hereunder shall constitute a public nuisance, and the person(s) responsible therefor shall be subject to all criminal and civil remedies for such.
