It is necessary for the protection of the health, safety and welfare of the general public to license and regulate the advertising, permitting or conducting of certain educational, religious, entertainment or amusement activities which will, or can be expected to disturb the ordinary peace and quiet of the inhabitants of residences, dwelling houses or other ordinary places of human habitation and/or to create traffic, health or sanitation problems.
