The commission hereby established shall be composed of seven (7) members, all appointed by the chairman and a majority vote of the board of county commissioners. An appointed member of the planning and zoning commission must have resided within Shoshone County for five (5) years prior to his appointment, and must remain a resident of the county during his service on the commission. Not more than one-third (1/3) of the members of the planning and zoning commission may reside within an incorporated city in the county of more than one thousand five hundred (1,500) population.
