5-2-9: REQUIRED CONTROL OF DANGEROUS DOGS:
It is unlawful for any person to knowingly or recklessly permit any dangerous dog to leave the premises of its owner or custodian when not under control by leash, as required by a valid court order, as required by a prior finding of a dangerous dog, or by other recognized methods of control. Recognized methods of control include, but are not limited to, a leash properly fitted and of sufficient strength to restrain the dog, which, if being held by a person, is held by a person capable of restraining the dog; a secure cord of sufficient strength; a secure fence of sufficient height, durability, contiguity and construction so as to prevent the dog from escape; a chain of sufficient strength; or a muzzle of proper make and fit for the dog.
