A. This chapter shall be liberally construed to give effect to its purpose, which is as follows:
1. To shift the burden of liability for the release or substantial threat of release of a hazardous substance or pesticide from Village of Shorewood's taxpayers to those persons defined as a responsible party herein;
2. To deter persons who transport or are responsible for transporting vehicles or containers containing hazardous substances or pesticides from allowing the release or substantial threat of release of hazardous substances or pesticides; and
3. To protect the health, safety, and welfare of the residents within the Village of Shorewood. (Ord. 18-1891, 6-26-2018)
