The license fee for engaging in a transient business, peddling or soliciting shall be established by ordinance by the City Council, from time to time, and shall be payable at the time of application for a license. A license, unless revoked, is for the length of time and dates noted on the application, not to exceed a 12-month period or part thereof for which it has been issued. License fees may not be prorated.
